Function: The Michigan Small Business and Technology Development Center (MI-SBTDC) is a statewide network of twelve regional offices providing services for existing small businesses, new ventures, expanding companies, new technology companies, and innovators. Region 3, located at Alpena Community College, works with Cheboygan, Presque Isle, Otsego, Montmorency, Alpena, Crawford, Oscoda, Alcona, Roscommon, Ogemaw and Iosco Counties.

Services: Counseling: Confidential one-on-one meetings with certified, experienced business counselors to assist small business owners with: 1) developing growth strategies; 2) preparing business plans for financing; 3) addressing cash flow issues; 4) defining and quantifying marketing initiatives; 5) developing sales strategies; 6) strategic planning.
All services of the MI-SBTDC are available at low or no cost. One-on-one counseling is a free service for individuals who want to improve, revitalize or expand their companies, or develop a new venture. Training and research services are available for a nominal fee.
Training: Workshops, seminars and full training programs help entrepreneurs learn about topics such as: 1) getting a business started; 2) how to get financing; 3) cost-effective marketing and sales techniques; 4) setting up legal structures; 5) writing complete business plans; 6) understanding financial operations.
Research: As part of the MI-SBTDC network and through the Seidman School of Business Information Services at Grand Valley state University, the MI-SBTDC can access essential data for developing a new company or for an existing firm to gain a competitive edge including: 1) research to determine market size; 2) competitive analysis; 3) demographics; 4) lead list generation.

NORTHEAST HUMAN SERVICES COORDINATING COUNCIL: The Council is essentially a planning group that acts through the recommendations of Work Groups, (who receive their "charge" from the Council). Its purpose is to: maintain a county-level structure which can be used as needed for planning, coordination and development of human services, initiate prevention services, increase collaborative programming, utilize a broader range of funding sources, joint advocacy, and reduce the incidence of human disabilities.

Function: Prevention program for students who are at risk for academic failure
Services: In schools, work with all children who are referred.
ADOLESCENT SERVICES: Provides crisis intervention and counseling services for youth who voluntarily choose to participate in the program and their families.
COMMUNITY DEVELOPMENT: Services include housing proposal preparation and technical assistance; assistance with water projects; public opinion and needs assessment surverys; outside evaluation; and extensive census data services. Individual Development Account Program - a matched savings program allowing low-income individuals the opportunity to save for one of two asset purchases: home ownership or post-secondary education/vocational training.
AGING PROGRAMS: Long Term Care Ombudsman Program - nursing home advocate. Medicaid/Medicare Assistance Program (MMAP) - trained volunteers assist with Medicare/Medicaid issues. In-Home Services - Homemaking, Personal Care, Home Delivered Meals, Respite Care sub-contracted to local service providers. Congregate Meals - daily nutritionally balanced meals to individuals age 60+. Senior Community Service Employment Program - work training program provides part-time opportunities in community service employment for low income persons age 55+. National Family Caregiver Support - provides information and services to family caregivers caring for someone older than age 60. Adult Day Care Services provide support to adult day care centers.
COMMUNITY BASED CARE PROGRAMS: Care Management - locates, mobilizes, manages variety of home care and other services needed by frail elderly persons aged 60 and older at risk of nursing home placement. MI-Choice Waiver Program - designed to allow persons who are eligible for Medicaid-covered nursing home services, (aged 18 and older), to remain in their own home with the same level of care. Michigan Enrolls (Maximus) - provides education, outreach and enrollment assistance for the health plans available in the recipient's county of residence. Michigan Assistive Technology Loan Fund - provides low cost, fixed rate loans to qualified applicants to finance the purchase of assistive technology devices and/or services such as vehicle lifts, ramps, home modifications, specialized computers, etc.
VOLUNTEER PROGRAMS: Foster Grandparent Program (FGP) - provides volunteer opportunities to income eligible senior citizens (60+) by establishing a consistent, one-on-one relationship with children in need of personal attention and special help. Senior Companion Program (SCP) - guidelines similar to FGP but volunteers provide companionship and assistance to frail/homebound elders and older persons with special needs. Retired and Senior Volunteer Program (RSVP) - volunteers (55+) in Crawford and Roscommon counties assist blood drives, deliver meals on wheels, tutor children, and serve as greeters at hospitals, etc. There are no income restrictions.
MICHIGAN WORKS!: Workforce Investment Act, (WIA) Adult and Dislocated Workers - provides information, support, and resources that enable individuals to make a successful adjustment and quick transition for entry or reentry into the workforce. Welfare Reform Program - assists adult benefit recipients and non-custodial parents in the transition to self-sufficiency through employment. Michigan No Wrong Door System - assists individuals to access a single point of entry all major workforce development/economic development services.

drug dependencies as chronic diseases which, if not treated, will be fatal.
Services:
Provide detoxification,
short and long term residential services for women and men, ages 18 and up, who
are expressing chemical dependency and substance abuse problems.
